Comparative Study of Calibration and Measurement Resource Management in ISO/IEC 17025 and ISO 9001 Systems

Abstract

This paper presents a systematic comparative analysis of calibration and measurement resource management requirements as defined in ISO/IEC 17025:2017 and ISO 9001:2015. Both standards share a commitment to quality and continual improvement, yet they differ substantially in their prescriptive depth regarding technical competence, metrological traceability, uncertainty of measurement, and equipment management. The study employs a structured review methodology, examining the normative clauses of both standards alongside guidance documents published by the International Laboratory Accreditation Cooperation (ILAC) and the International Organisation for Standardisation (ISO). Comparative analysis reveals that ISO/IEC 17025 imposes explicit, quantifiable requirements for calibration intervals, uncertainty budgets, and reference standard traceability, whereas ISO 9001 adopts a process-based, risk-driven approach that allows greater organisational flexibility. The findings indicate that organisations seeking formal accreditation must address a substantial layer of metrological infrastructure beyond what ISO 9001 demands, while ISO 9001 provides a broader framework for integrating quality management across non-technical functions. This study is significant for laboratories and quality managers navigating dual-certification environments, offering a structured mapping of complementary and divergent requirements to support informed decision-making in resource allocation and system integration.
